Candidates seeking admission to the five-year integrated law programme in any government law college after the Class 12 are required to follow the following steps as mentioned below:

Yes, if you didn't apply for a second attempt after applying in the first attempt, you can definitely apply again next year. Attempts in themselves mean when you attempt for the exam. Hence, if you apply for second attempt then only it will be counted otherwise it won't be counted no matter the gap between your first and the second attempt.
Hence, you'll be able to apply next year and that will be considered as your 2nd attempt.

You still have time left for the examination. It is not necessary that you won't be able to score well. Better late than never! Yes, it's quite late since it's just one month left for class 12th board but I recommend you to stop overstressing and start making your day and night one! Start studying as much as you can. Wakeup early to study or study late night if you can. You can watch one shot videos of each chapter to understand the concepts on youtube. Give 12th this time with all your efforts and if you still don't score well, there is always an option to take a drop. It's not a bad option but definitely not preferable. Focus on giving exams this time!
