While an applicant seeking admission under NRI/NRI sponsored quota shall submit application online within the prescribed date.
NonResident Indians staying abroad for a minimum period of one year (as on the last date for submission of online application), can only sponsor a candidate, for admission under the quota.

There are 12 private medical colleges in Tamil Nadu which offer admissions to students under the NRI quota. The total number of seats in these 12 private colleges are 1650. Of these 1650, as many as 15% seats i.e. approximately 240 are available to NRI students.

As per the previous years DEEMED UNIVERSITIES merit list, the top marks under NRI quota in NEET 2019 was within the range of 464-474. To be precise, the rank 70965 was the first one to be alloted NRI seat. You can access the merit list through the archives at the official site of MCC (Medical Counselling Committee).
You can apply for this category if;
1. You are an NRI candidate
2. You have an NRI relative who is willing to sponsor your education.
If you fall into either one of these categories, you can apply for the NRI quota in Haryana (despite of the fact that your parents were born in haryana). You will need additional documents at the time of your counselling like passport etc
Hi Srinivas, there are 6 seats reserved for NRI in JIPMER. You should write the entrance exam along with other candidates and there is a seperate rank list for the NRI candidates. The admission is based on the ranking list. You need to obtain eligibility certificate from association of Indian universities. The minimum percentage for NRI is 50. The fee is coming around 55,48,657.

As far as you question is concerned, No I don't think it's possible for you to apply under NRI quota in All India Counseling and General quota under state Counseling.
NRI quota is strictly for the students residing out side India. The category like General, OBC, EWS, etc can only be used by the students of India. You can't just switch between two as per you convenience.

Documents required for NRI quota admission in MBBS MD MS 2020-2021 in India
1. Documents claiming that the sponsorer is an NRI (Passport, Visa of the sponsorer)
2. Relationship of NRI with the candidate as per the court orders of The Hon'ble Supreme Court of India in case W.P.(c) No.
3) Affidavit from the sponsorer that he/ she will sponsor the entire course fee of the candidate duly notarized.
4) Embassy Certificate of the Sponsorer (Certificate from the Consulate)
5) Valid NEET UG 2020 Score Card of the candidate.
