NRI Quota
Ideally both are different Quotas, Management and NRI. Often what happens in Semi Government and Private Medical Institutes, due to lack of NRI Students applying across PG Courses, the NRI Quota seats are merged with Management Quota or are also considered at par with the same wih a Higher Tuition Fee than Government Quota Seats.

You will be only counted as a Uttar Pradesh if you have the address proof of that like Domicile certificate, Aadhar card, and some other.
If you have all those two document then you will be eligible to take part in the counselling as a home state candidate of Uttar Pradesh

Persons of indian origin (PIO) and Overseas Citizens of India (OCI) are included in the NRI quota which is 15% reserved and remaining 85% reserved for state quota.
You do not come into the OCI or PIO category. You will deserve All India Quota (AIQ). If you belong from a category (OBC, SC, ST ,etc) then You need to have a central caste certificate { ex. For OBC category - Central NCL } to get admission in your category otherwise you will be considered as General category candidate.

Yea according to the previous year statistics you can get a seat in VNR with 10k rank in EAMCET, 70 percentile in JEE MAINS, and 96.4 percentage in IPE through NRI quota.

As per the guidelines set by the Supreme Court of India, here are the eligibility criteria for NRI Quota:
That means for government rules your one of the parents must be an NRI residing . But you didn't mention why you ask this question. If you want to know about the NEET examination then i like to tell you there are no NRI quota in NEET examination but NRI candidates are applying for examination and admission as NRI category.

see in case, an individual has been living in India for minimum 182 days in the previous financial year or has resided in India for 60 days in a particular year and has lived in India for a minimum of 365 days in the last four years is considered to be a Resident of India. since you have completed your 12th grade from Indian state you do not belongs to NRI quota. see In nri quota there is less number of candidates, so competition levels seems lower than other category seats, but fees structure for NRI quota is high compare to any other category.
so I suggest you to apply as general category.
If you are staying outside in India and complete your 10th and 12th then you are a NRI candidate. If you want to give NEET you can give it. But in admission process you have to admitted here as a NRI candidate. So when you have to fill the form fill as a NRI candidate not a general candidate. Then any problems will not occur in your admission dear. Prepare yourself for NEET examination.
