I want to inform you that if you have the certificate issued from the central government or any equivalent authority then you can apply it for the NEET examination.
You can use your domicile for your state quota it will be applicable only in your state.
Be sure about the date of issue of all the certificates, as all the examination conducting authority provides a particular date for the certificates

Yes, you get admission in DTU if you have a acceptable rank. You are a resident of delhi and completed your 12th in delhi but your obc certificate is from different state and your caste is in central list of different state not delhi . If you can get a OBC certificate that is approved by Central Govt. then you can get admission in DTU under OBC category. Otherwise you have to get into the college through the General category if you have the general category acceptable rank.

See in general its not a severe discrepancy of information which can lead to cancellation or any severe cases against you. Although its better to have all the things neat. You are preparing for NEET and if you get a seat in medical college then why will you want to take any chance which can harase you in the time of admission. Its better to keep no probability.
Now you can do one thing that you can get a attested copy of the document from any gazetted officer (better for you if you do it from DM or SDO) or you can apply for rectification, the procedure of which you can get from the DM or SDO office.

As per the latest decision of Government of India now 27% OBC reservation (Non-Creamy Layer) and 10% EWS reservation in 15% Under Graduate (UG) All India Quota seats (MBBS/BDS) (contributed by the State/UTs to the Central Pool) to be given from this year. So even if you have studied from Maharashtra but domicile of UP then also you can participate in AIQ counselling for GMCs of UP as well as some Deemed universities.

If you are applying for admission under low income category and under caste quota then yes, you need to submit both the documents to college administrative department and they will take your admission under the listed categories. Students who sought admission under the SC/ST and OBC quota can submit an online copy of their reservation certificate on DU's admission portal along with income certificate.

There are different OBC lists for the state purpose and central purpose. The central list of OBC is drafted for employment in various central government service and educational purpose in central government institutions. In the central list of OBC for the state of Bihar and Jharkhand, Kanu community has been included in it.

It is quite difficult to make prediction but yes as per past year trend , you hold some chance to get a seat in IIIT Lucknow, IT
