It depends for each IIT and NIT.
IIT Bombay is likely to resume physical classes for undergraduate second-year and third-year students in December. Director of IIT-Bombay, S Sudarshan had said the institute had written to all second and third-year students and said the students too are quite happy to return to campus.
IIT Kharagpur reopened its campus partially for students who had connectivity problems during online classes as well as for all vaccinated students pursuing two-year MTech and MSc programmes.
IIT Patna too allowed students with at least one dose of Covid-19 vaccine to return to campus for completing their research work.
IIT Delhi Director V Rampgopal Rao has said that in-person classes will resume for first-year BTech students in November and the remaining classes will reopen by January next year.
Most institutes will give preference for second and third years or students doing Mtech and phd to come first as they were at home for most of the past two years.

According to my opinion, 7.23 CGPA is good but because of this covid scenario and since your daughter's online classes are also going on, she should gradually increase her CGPA as it will make her the lead performer in her class.
Take the advantage of the online classes and focus on Improving the CGPA greater than 8 or 8.5 at least, as it will help her in the Interview round as well.

You don’t need to do much research about which coaching to join if you do what your school says.
Integrated coaching is a partnership with your school, you may be charged a combined fee for school + coaching. So, you can get the better package in comparison to joining a separate coaching institute.
For coaching separate:
Better and dedicated faculty than integrated coaching.
You can take a free demo class to judge the quality of teaching. And then it will be your decision to enroll or not. You are not bound to what your school chooses for you.
You will get better competition among the students from different schools and places.
I'd suggest not to completely go with online coaching unless your nearest coaching centre is too far or you want to study coaching from home. If you choose online, check for its reviews and make sure they have personal mentors who'll help you with your doubts.

If you don't pay the partial admission fees then your seat will be cancelled, and you will get the refund of your seat acceptance fees. As per rules of josaa - if a candidates seat is cancelled then the seat acceptance fees will be refunded after deducting the JoSAA processing charges of Rs. 2000. So, you will get back your Rs. 33000.
