See if you had passed 10+2 with PCB or PCMB background in 2008 then there is no need to appear for it again because you can use the same result for NEET UG 2022 or 2023 as there is no limit on number of attempts.
But incase you had not done so, then you can appear for PCB again from any recognized open board and also make sure that English subject should be there in your curriculum and you have to pass PCB with minimum aggregate of 50% if you belongs to UR/General category.
For you reference NEET eligibility criteria is mentioned below :-
** You must have passed 10+2 from any recognized central/state board.
** English should also be in your curriculum of class 12th and also you should have passed in it.
** You minimum age should be more that or equal to 17 years by December 31st of the examination year, as per the current eligibility criteria.
** As of now there is no upper age limit for NEET but the case is pending in Hon'ble SC and by 2022 if the verdict comes then the upper age limit may be decided and it can be either 25 or as decided by SC.

Yes there is chance for you to get admission in the spot admission round. You cann apply for it only if you fill the eligibility criteria. But there are only a few seats for it, so if there are more students who are more eligible than you then it might be a problem. However there is still a chance and you must go for it.

The registration dates for the JEE mains examination 2022, has not been announced yet but it is expected that NTA(National Testing Agency) will releae the official dates for the registration process by this month to their official site. So, I would recommend to keep on visiting the official site of NTA to keep yourself updated about the JEE main examination 2022 : https://jeemain.nta.nic.in/
The registration date, form and application form and everything related to JEE mains will be updated on the above official site of NTA.
NTA will organize the JEE main 2022 paper in CBT Mode and the papers will happen in 4 sessions - Feb, March, April and may. You have the options to choose any of the sessions or all of the sessions.

Eligibility criteria for B.Sc with Maths honours includes that the student should pass any 10+2 Or equivalent examination with Mathematics as their subject. The merit list is prepared according to the aggregate obtained from best four subjects including mathematics and the examination should be by a recognised board or institute. So any of your optional subjects do not matter as long as you have passed 10+2 or equivalent exam with atleast mathematics as one of your main subjects. Hence you are eligible even if you have PE as your optional.
The 2020 cut off list had the following " best four subjects percentage aggregate" for different streams. So you can check for yourself whether you can get into B.Sc Hons mathematics at St. Stephen's.

HUMANITIES - gen: 98% sc: 95% ST: 95%
