Post matric scholarships are for students belonging to the Scheduled Tribe/ Casts or whose parents do not earn more than 250000 per year. These scholarships are awarded by the Government of the State to which the applicant belongs- permanently settled or domiciled. Hence, you might not be eligible for scholarship in private medical college in Rajasthan if you belong to Madhya Pradesh.

This is a federally funded programme that is being implemented by state governments and union territories. The scheme's goal is to give financial assistance to OBC students who are studying at the post-matriculation or post-secondary level in order to help them finish their studies. The income limit for parents and guardians is Rs.1.00 lakh per annum (including self income, if employed). For hostellers, the fees for various Post-Matric Courses range from Rs. 750 per month to Rs. 260 per month. The price range for day scholars is Rs. 350 to Rs. 160. Study tour charges of Rs. 900 per annum (subject to actual expenditure), Thesis typing and printing charges of Rs. 1000 (maximum), Book allowance for correspondence courses of Rs. 900 per annum, and Reader charges for blind students ranging from Rs. 90 to Rs. 175 per annum are also included in the scholarship.

For your first question, Yes you can get admission in private colleges of Rajasthan even though you are Madhya Pradesh domicile. The counseling for private and deemed universities is done by the respective state authorities. So you have to register yourself and apply for the state counselling that you wish to join .

Eligibility Criteria
Scholarships are paid to students whose parents’/guardians’ income from all sources does not exceed Rs. 2.50 lakh per annum.
• All children of the same parents/guardian are eligible.
• Scheduled Tribe candidates who have passed the matriculation or higher secondary or any higher examination of a recognized University or Board of Secondary Education are eligible.
• The scholarships are available for the study of all recognized post matriculation or postsecondary courses in recognized institutions except certain identified training courses like Aircraft Maintenance Engineer’s Courses, Private Pilot License courses etc.
• Students studying through correspondence courses are eligible.
• Employed students on leave without pay for the entire duration of a full time course are eligible for course.
• The scholarship holder under this scheme will not hold any other scholarship/stipend.
• Students who have received coaching in any of the pre-examination training centres with financial assistance from the Government will not be eligible.

there are various scholarships that NIT offer to students as a financial aid based on required eligibility criteria. You can apply for scholarship on the through the online scholarship portal. However as per the guidelines you cannot avail more than one scholarship at a time in NITs.

No, I do not think that the amount will be refunded. After you get OEC post matric scholarship it means you will be given a monthly allowance and other financial benefits. And you have to score 50% in previous exams so basically you have to keep up a good score for getting this scholarship again.

Varsha, the official website https://bcdd.kerala.gov.in/schemes/educational-schemes/oec-postmatric-educational-assistance/ states that the Candidate should be listed in OEC list and should have secured a seat in merit and reservation. Now if you belong to Kerala and want to study in Self financing Medical Colleges, you can apply only through State Counselling for Management Quota and not Government Quota seats. Now OEC is a State level Reservation for Candidates belonging to Kerala and it is not applicable in Tamilnadu. And so you might not be eligible for Post Matric Scholarship.

Those applicants who have taken admission without taking any competitive entrance exam can also avail this scholarship provided they should have scored a minimum aggregate of 50% marks in Class 12th or Graduation. Students will be selected on the merit basis.
