As I can see your question is not much clear that what you're asking exactly because the scholarships and fee concession totally depends on the reservation and somehow your annual family income that you have told is low and these things too vary with the different Universities.
So i would try to gave you basic requirement common in most of the universities and that is you must belong to some minority communities and your annual family income should be less that the prescribed income which you would be getting on the university website particularly. After qualifying these criterias you can apply for the scholarship.
Now if you talk about percentage then yes some universities provision is that they gavy scholarship to only meritorious students and the percentage depends upon the university that what it has targeted.

As per the marks obtained by you in neet 2021 let me tell you that being from ews category it's still a difficult nut to crack and in addition to this there are other factors like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
But there are chances to get a seat in low cut off government colleges of you apply through the state quota.

Also, the cutoff varies every year and is different for different category students since it depends on number of factors like : difficulty level of the paper, number of aspirant appearing for exam, previous year cutoff trnds etc.

Go for course such as BSc Biochemistry, Microbiology, Pscyhology, Genetics and pursue a research career in this fields. You will find that your research will be used by doctors in many ways. So thats also an achievement, may be an indirect one but still you will be a part of the clinical systems.
If you do a PhD in Clinical Psychology then you can obviously become an Psychologist which also a kind of Doctor alike profession. Apart from this if you pursue a career in Biology, you can go for Neuroscience, Cognitive Science etc which are fields in which the researches influences the clinical practices.
If you want you can go for BPT and become an Physiotherapist, if you want, you can go for Pharma/Biotechnology and can do research in Vaccicology.
See we all see doctors and as a result it feels like the Doctors are the best. But behind doctors there are a lot of studies and investment of other fields. So if you go for this courses you will be providing knowledges to the doctors for the betterment of the society.

I get your point very well, as you have maharastra domicile you need to apply for the all India counseling. And in your application you have to chose which ever college you like in Telangana.
First register for the counseling by depositing the registration form fee. And then apply for the desired private medical colleges in Telangana. There will be 3 rounds of counseling online in which you have to participate and if you don't get the College in those rounds you can wait for mop up round or spot on round. In these two rounds you have to be physically present at the sight of admission and you should carry all the necessary documents.
