Generally speaking the cut-offs for AIQ are higher than that of state ones, if we go by last year cut-offs for GMC then it has been above 611 marks, hence comparatively your chances are highly difficult, go through previous year data at https://medicine.careers360.com/articles/neet-cut-off-for-government-colleges
If we go through last year cut-offs for UP under 85% state quota, then 610 marks secured seat in Autonomous Medical College, Bahraich hence chances for GMC is very tough with merely 291 marks and that also belonging to general category, though through state quota you may have chances for private medical colleges-

Yes , since you have completed your BSc in agriculture from a college affliated to ICAR , thus you can sit for ICAR AIEEA PG entrance test.
Note:1. There is a rule that students who have completed a Bachelors degree with a 10+2+3 programme they can apply to only 2 ICAR -DUs ie NDRI Karnal and IARI Pusa.
