It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category

Last year the cut off rank for management quota seat in private colleges for M.S. General Surgery was 96141. So based on this you have good chances of getting a seat in the following colleges -

Management quota is offered to such candidates who have not qualified the NEET examination or have scored low marks but are willingly to pay three to four times of the actual fees . The fees is very high and is mostly not affordable at all. Private institutes are the institutes which do not come under government. There is nothing called private quota in private colleges either its management quota seat or a merit seat or any other quota such as sports etc (if any)

You can surely leave the seat, if you are pursuing any course to get into some other courses. But remember that there is some penalty fees if a student leave the course midway without completion.
