You will definitely get an admission for BDS in private college according to your mark. Government dental colleges are only 2 in Bihar. All other bds college's are private. These include Budha institute of dental science ,Dr BR Ambedkar institution of dental college ,Mithila minority dental college ,sarjug dental college. Closing rank of these colleges vary between 7-8 Lack.

A candidate is required to attain a minimum NEET score of 450 or above for BDS admission in government dental college. For BDS admission in private dental colleges, 50 percentile in NEET is sufficient .

No, you cannot get admission for BDS in even a private dental college
This is because,
With your marks , you have failed to qualify Neet examination but in order to be eligible for getting admission in MBBS, BDS, BAMS, BHMS etc even in private colleges for management quota seat or anywhere you must qualify Neet examination

After successful completion of the BDS course from any dental college, be it government, private or deemed, you can give NEET MDS or INI CET. NEET MDS is conducted by the National Board of Examinations (NBE) for entry into postgraduate dental colleges across the country. The examination is held online with 240 MCQs which are to be solved in 3 hours.
The application fee for General/EWS/OBC candidates is INR 4250 whereas SC/SC/PWD candidates are required to pay INR 3250. If you secure a good rank in the exam, you can do your Post graduation from a government institution/college and simultaneously earn.
INI CET is conducted twice a year in online mode and has replaced AIIMS PG/JIPMER PG/ NIMHANS exams. The fee is INR 2000 for General/OBC/EWS and INR 1500 for SC/ST/PWD.

BDS Course in colleges is generally divided in a 4+1 year form, where the course duration is 4 years and the remaining 1 year is for an internship.
So, the fee structure is also based upon the course structure itself, you will have to pay the course fee for only 4 years and the remaining 1 year you will be doing a paid internship with a decent stipend.
