Yes You can Register for Round 2 as a fresh candidate, Candidates who didn't get chance to register in first round can register for second Round, you can read "Counselling Scheme Brochure" available on official website of MCC for more details, there is no such rules that if you haven't Participated in Round 1 then you are not allowed to participate in Round 2.
To register for Round 2 Counselling, you just need to visit on official website of MCC i.e mcc.nic.in
Through MCC You can participate in the Counselling process of AIIMS, JIPMER and Central Universities and 15% All India Quota Seats of Government Medical Colleges and 100% Seats of Deemed Universities (Private Medical Colleges). But Counselling Security Deposit is High for Deemed Universities I.e 2 lakh Rupees (approx) and For Government Colleges it is 10000 Rupees (approx).
Regarding Private Dental Colleges of Kerala, Karnataka and Tamilnadu or any other state: Through MCC Counselling you are eligible for Admissions in only Deemed Universities of these states, they are also Private but Fee structure is High that is 4 lakh rupees per year to 7.25 lakh rupees per year for BDS. If you want to Secure a State Private Medical/Dental College of a particular State you need to participate in their State Counselling and different States have different Eligibility Criterias regarding this but in Kerala you can participate in State Counselling for Management Quota Seats of Private Dental Colleges.

Yes, you can do Telangana State Counselling as this state allows non domicile students to take management quota seat. Outside state students are of Category B. You need to keep a check on the official site of Telangana Counselling for registration of Category B students.

The BDS course is a five year course divided as 4 plus one year paid internship. This means that the institute takes fees for duration of 4 years and the one year internship is a paid internships wherein the student gets stipend for doing this internship.
The fees in private dental colleges is upto Rs. 5 lakhs per year whereas Government colleges have fees upto Rs.60,000.

Akshaya, though it is a Government Quota seat, because the seat was offered in a Private College, the penatly might be huge. This is because the seat will be vacant for the rest of the duration of the course and there is no direct admission to 2nd year to fill the vacant seat. Most Colleges demand Candidates to pay the entire fee of the course. Infact most Private Colleges make Candidates sign a NOC certificate pertaining to the same. If you have signed such a document, then you have to reach out to the College Administration to sort this out. EIther ways the final call is taken by the Administration and so they decide the penalty or the seat resignation fees.

Yes , you can leave your BDS course as you have scored a government seat for MBBS , all you have to do is that think that can you go through your this course as per choice or not .Further you need to talk to your director for returning your documents and all although they will not return your fees for the year you was there . You just ask them for your document giving him a valid reason .
