in case you apply for both government and private colleges counselling through all india quota then you will have to pay 2 lakh as security deposit.
now if you are alloted a private college in 1st round of counselling and you report then you can only go for upgradation in round 2. if in your preference list GMCs are above the college you are being alloted then you stand a chance of getting an upgradation from deemed / private colleges to a government medical college.

I want to inform you that NO, haryana if not a open state so no other state aspirant can apply for MBBS over there but there is still a chance after 1st round cause after the 1st round and during second round allotment after haryana candidates allotment done and seats left then they allow other state students also.

In Private Medical Colleges the counseling is conducted online mode. Every state authorities conducts the NEET Counseling. Registration is done in all the Colleges.
You have to show few important documents during the time and dates will be provided for counseling by different Colleges.

I am sorry to inform you but No , with only 173 marks in NEET UG your rank will be more than 500000 and you do not even clear the cutoff for the MBBS course and you are also a general which makes situation worse . Also you will not be able to get a private seat in the state of Uttar Pradesh or even a seat in any state of India. You need minimum 500 marks for a MBBS government seat in UP.
