Firstly congrats for your score. As you do not have domicile of Chattisgarh you need to apply through 15% All India Quota to get seat in Chattisgrah. Sorry to say but 506 is very low score for general category candidate to get government medical seat through All India Quota. You must score 580 and above in NEET to get government seat in Chattisgarh through All India quota.
To get private medical college in Chattisgarh you must have Chattisgarh domicile certificate because through 15% All India Quota you can get admission in only government medical colleges.

The Medhavi Chatra Yojana is good initiative taken by Madhya Pradesh government to help students regarding their college fees in order to prevent their further studies from being disturbed.
The Scheme is designed to cover the tution fees of students who are applying for the scheme. So your tution fees of the respective college will be covered by the state government. Apart from the tution fees you will have to cover your other expenses like hostel, mess, etc.

Bihar NEET counselling will be conducted in two rounds in online mode. The process of counselling will start from 7th of November 2020. The process will begin with the filling of application forms. However the dates for the two round of counselling have not been declared yet and are to be notified soon.

Colleges are not allowed to withhold your certificates for any reason. Since this is a case of you leaving the medical seat in the middle , the amount you will have to pay depends on the college admission and exit policy. If they are demanding unnecessary fee or complicating the issue you may even proceed legally , however you may have to pay the fee based you the period of the course you attended ,this is because when you leave a seat in the middle there is a vacancy created and the college will be at money loss . But again remember they have no legal right to hold your certificates because The University Grants Commission (UGC) has issued a warning to universities and colleges against the retention of original documents of students.You may seek help from the appropriate court.

Your marks around 416 and you are belongs to OEC CATEGORY so According to previous year cutoff may get BAMS/BHMS in government college or you can try for MBBS/BDS seats in private colleges but the cutoff of Colleges changes every year so it is very diffecult to analyse accurately so please use Colleges predictor tool and predict your college.

To get scholarship in medical college, it is required to have passed class 12 examination with minimum 85 per cent in PCM/ PCB/ PCMB.
