For both sides and unaided private colleges ,10% quota will be provided for candidates from EWS, SC, ST and OBC category According to senior HRD ministry official, it plans to introduce a budget session of parliament that it will make necessary for all private colleges to create not just ews quota but also force those that currently do not have sc, St or OBC quota to introduce these.

Since you belong to BC-E category, then you should come under OBC category. In that case, it seems like you may have a chance at Apollo Institute of Medical Sciences, Hyderabad, which had a cutoff for 445 marks in NEET 2019 under 85% state quota seats. You may have chances elsewhere in Hyderabad too.

In Kerala, there are 85% State quota seats and 15% All India Quota seats. Out of that there are 19 self financing colleges. The admission procedure is such that after registration, application and subsequent upload of documents, there will be a Centralised Allotment Process which consists of 3 rounds, i.e. first allotment, second allotment and mopup counseling.You are supposed to lock the options of colleges you prefer and they will tell you if you were able to grab a seat or not. If you haven't gotten into any of the colleges in both the allotments, you can go for the mop up round of counselling.
