No, there is nothing like that. See management quota seats are generally open to all candidates, those who belongs to the same state where the institution is located and also those who belongs to any other part of India, so that they can take admission in their dream college. This is because for government quota seats there is fixed reservation of candidates of the same domicile where the institution is located, so if any candidate belonging to any other state cannot take part in counselling for government quota seat of that institutions but if the institution is dream institution of the candidate then he can get it through management quota counselling and he can get seat in the same college, provided that the college provides management quota. Yes there is a fee difference in government quota seat and management quota seats. Management quota seats are very expensive as compared to that of government quota seats.
There is nothing like such situation that you have asked in the question.

------- MCC, Medical Counseling Committee conducts All India quota counseling for following seats -
• 15% All India Quota seats MBBS/ BDS Seats of States (participation of the Union Territory of J&K is subject to their contribution of seats),
• 100%MBBS/ BDS Seats of BHU,
• 100% MBBS Seats of AIIMS across India,
• 100% JIPMER seats (Puducherry/ Karaikal),
• 100% AMU
• 85% of State Quota seats of DU/ I.P University (VMMC/ ABVIMS/ESIC Dental),
• 100% -Faculty of Dentistry (Jamia Milia Islamia) along with 5% internal Quota of Jamia students
• 15% IP quota seats of ESIC.
------- MCC doesn't conduct All India Quota Counseling for Government seats in Private Medical Colleges. Though it conducts counseling for seats in Deemed Universities but I must tell you that annual fees for deemed universities is very very high (averaging 20 Lakh per year).
------ If you wish to get government quota seats in Private Medical Colleges then you will have to participate in your state counseling which in your case is Rajasthan.
---- Hence you should participate in Rajasthan state NEET counseling and then obtain seats.

------ It would have been helpful for us to provide you with more accurate details of colleges had you mentioned your All India Rank and Marks you have scored in the NEET UG Examination.
------ Cut-offs for colleges change every year depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
