Hello aspirant, there are some students who drop out of college in 1st year if they get better college after giving KCET exam. According to eligibility criteria for KCET 2021,.
Candidate should have passed class 12th or equivalent exam
Minimum of 45% marks in 12th board exams.
Aspirants must have completed their studies in Karnataka for a minimum of 7 years.
If you fall under these 3 main eligibility criteria then you can appear for KCET 2021 exams and then if you get a good college then you can take admission there. In order to take admission in new college, you will need to cancel admission in previous collage and get a migration certificate and other original certificates that should be produced during counselling.

Till now no news or details about the application form has come into light. In the year 2020, Pre- admission form was released in the month of July. So there is possibility that University will release application form in month of May or June. But I am listing Expected dates of regarding application form of University of Mumbai (Mumbai University), here you go-
1. Commencement of Registration process- 4th week of May, 2021
2. Last date to register- 2nd week of June, 2021
3. Release of Pre- admission enrolment form- 1st to 2nd week of June

to get scholarship you must take admission in the institute which is affiliated under aicte and approved by ugc, however there is certain criteria you must fulfill to get gate scholarship is as follows:
you must enroll for full time m.tech/ m.e program
In case Admission is done before or after GATE/GPAT validity shall not be considered for GATE/GPAT scholarship
Creamy layer OBC applicants who had qualified under OBC category are not eligible for GATE scholarship.
Applicants qualified under SC/ST/OBC (NCL)/Physically Handicapped not having valid category certificate are not eligible for GATE/GPAT scholarship.

see unless you get the score which is same or above the cutoff score, you can not take admission in gate qualified quota. however for various institute admission is based on state wise entrance test or gate score in m.tech courses. however you may apply for mhtcet m.tech counselling to admission to m.tech colleges of maharastra, eligibility criteria is as follows:
