see there is no age restriction for appearing in Gate exam, also education gap does not matter, there is no age restriction for doing m.tech or higher study. But gate exam is not easy and it difference then college exam. gate paper is based on numerical question with conceptual part. so you have to prepare for it while working. also do think is gate is the exam you wants to appear or you want to apply for others job relevant to your areas. however Gate score is beneficial for psu hiring. top psu in India hires based on gate score.
you have to again start preparing for gate exam, first start revise the basics of theory. it is advisable to take coaching or follow youtube lectures on your relevant stream.

Generally in each college, there is a provision for branch upgradation. And to upgrade your branch you need mainly two things. The first one is that, you must top in your 1st year. Means, you have to score very good marks in your 1st year course. The second and very important thing is that, there must be some vacant seat in the branch you want to upgrade to. If you have both these things , then surely you can upgrade your branch.
But here in NIT Jaipur it seems that there is no provision for branch upgradation. Once you get a seat in the counselling, your final seat will be the same, and you can't upgrade your branch further.

Its a common things happen with mostly every students i shared my personal experience .I'm 2019 pass out from btech in specialization of Information technology . I have 9 back papers in my first year but when i go through the branch related subjects i secured good marks and at the time of final year i had cleared every papers with 7.5 GPA scores .So dont be worry for low scores in your test its not big issue try to solve that issue but change branch is not good decision and now it is might be not possible because he has not good score and at least 8 cgpa is required to change the branch .I formally informed that civil engineering is also not easy branch its very top its including heavy mechanics with mathematics .
So as per my suggest calm down and prepare for exam now onwards and i will definitely he will good scores in 2nd years if he will study with interest .
