Good evening
Only you can decide which subject fascinates and easiest for you between political science and public administration. But, I can surely give you an overall idea about what kind of study do both of these subjects offer.
Political science and international relations is a vast subject. For its preparation you will need to study many books and magazines. Yojana and editorials will also immensely help you for the preparation of this subject. You will also need to listen to various political debates on Rajya Sabha TV, BBC, etc, especially for the preparation of IR.
Whereas, public administration will require a limited study. The resources for studying this subject are comparatively few. But, since this subject has a shorter syllabus, it will require a simpler study plan.

See, there is no such restriction of belonging to specific stream when it comes to appearing for UPSC, candidates who have passed or appearing graduation from any stream from a recognized university are eligible to apply, the only difference between simply BA or BA Hons is the latter is specialization course and involves in-depth study, so if you want to have back up plan for MA or BEd in future keeping teaching as a career in mind then you can opt for BA Hons, other than this graduation in any disciplines such as political science, public administration, sociology, economics, geography helps as there is considerable overlap with the syllabus of gs and optional here.
