The EWS Certificate of any individual is made only when his/her Yearly family income is less than 8 Lakhs (this value varies from State to State) as well as his/her place of resident should be present in that State only. To make EWS Certificate, the person first have to make his/her family's Income Certificate . Also, there is no such conditions that the family descendants must be residing in the same State from at least more than 60 Years because such conditions are required for Caste Certificate.
In your case, your child has completed his 1st to 12th from Chattisgarh. If your permanent address is in Chattisgarh, then your child is 100% eligible to apply for the Chattisgarh State (85%) Counselling under EWS Category.
If you're worried about that your own EWS Certificate is made from Haryana, then just relax. Nothing will happen. As parent's EWS Certificate is not important. But it is important to make the child's EWS Certificate. Also, your child's EWS Certificate must be valid because the validity of EWS Certificate is only for 1 Year .

You do still need to get an ST Certificate under Delhi domicile as well from your nearest SDM. However, since that can sometimes end up taking a long time, for the time being you can go to a notary and get an affidavit made stating that you are eligible to be an ST candidate and that you have the caste certificate from your state ans that your Delhi certificate is under process. It will get the job done currently.

As per your marks, it's difficult to get any government medical college with OBC category.
And, there is no sports quota reservation for medical seats in India . You have to clear the NEET with the required qualifying percentile and also have such a score so that you can get to any medical. All India cut off for government medical college goes high as 595+, depending on various states.
However, you can get any private medical colleges for MBBS across India.

Since you haven't mentioned your category, I assume it is general. If we look at the previous year's cut off, the cut off for Government medical colleges in Tamil Nadu was 586 marks, in ESIC colleges, it was 591 marks and for Self-financed medical colleges, it was 530 marks.
So your chances of getting a government seat at this score is quite difficult. However, you can get the following medical colleges at this score, based on previous year's cut off-
