When we look at the cut off's of other states too, they go as stated under, for OBC category-
Maharashtra- 554
Punjab- 550
Madhya Pradesh- 545
West Bengal- 574
Rajasthan- 630
Uttar Pradesh- 597
Bihar- 606
So you can see you have very low chances of getting into a government college, or even securing government quota in private colleges. However, you do have chances of getting the following private and deemed colleges-
Heritage Institute of Medical Sciences, Varanasi- 397
Hind Medical College, Sitapur- 398
Muzzafarnagar Medical College- 398
BLDE University, Bijapur- 367

To apply for 85% State Counselling of either Punjab or Haryana, you must need to have Domicile Certificate made from that particular state.
As you have done your +2 from Haryana but you've not mentioned from where you have passed your 10th? So, to get your Domicile Certificate of any state you have to give both 10th and 12th from that State only and should be residing there for atleast 5 - 10 years before.
Permanent or temporary address don't matter much for Domicile Certificate. You just have to be a resident of that State from past 10 years ago approx.
So coming back to your question, as you've done your 12th from Haryana so you definitely can't opt for 85% Punjab State Counselling since you can't have your Domicile Certificate from Punjab as it don't follows the conditions explained above.
Better you go for AIQ Counselling or if you've Domicile Certificate of Haryana then apply for that.

The students are provided with best facilities like hostel facility, library and computer lab etc.. What is the admission procedure? The candidates who have passed class 12 or equivalent examination with minimum 60% marks in aggregate should apply for CIT Admission. They can also fill up their application form online through the official website.
For SC category, the cutoff use to be around 7000 for computer science course, however it depends on many factors like number of candidates appeared.
