Hi,
Sorry to say, but with a category rank as high as 16k it will be very difficult to get any of the IIITs. In 2021, the highest closing rank was 9971 accepted by IIIT Kottayam.
You can find the colleges that match your rank through the college predictor - https://engineering.careers360.com/jee-main-college-predictor
Greetings!
With both SC and home state quota coming into play together, it gives you a chance to get into the college, but only in core branches, for CSE/ Electrical related branches it is not going to be possible, and even in core branches even though you do have good chances you are still on border, so you can't be 100% sure on that.
However you can use this following predictor to get further information

Hello,
SGSITS( Sri Govindram Seksaria institute of technology and science ) is one of top colleges of India it offer alot of courses like MCA,BE,MBA,B PHARMA ,M.Tech,M.sc, m.pharma .
As you have mentioned your rank and percentile here with that rank a general category candidates can't get admission in SGSITS but as you are from SC category you have chances to get seat in some courses like electrical engineering , biomedical , electronic and instrumentation , mechanical and other in round 1 with this you can't get top branches like cse,it,ece but try in round 2 or 3 in those round may you get even top branches .
And it is same for DAVV with you rank even using your category you can't get top branches in first round ,there chances to get few courses like electrical engineering , biomedical , electronic and instrumentation , mechanical and other
All the best!!

Dear Student,
A public research university in Tirupati, Andhra Pradesh, is called the Sri Venkateswara Institution. Tirumala Tirupati Devasthanams gave the institution a sizable parcel of land for its campus. Its NAAC rating is "A+," and it is associated with the UGC. The administrative office is responsible for managing management quota seats. Dear aspirant,
the fee for management quota is different from college to college. and it is also different for every branch. So to get the full details regarding admission under Management quota in a college, I recommend you to contact the college officials and get the complete details regarding Management quota.
as you mentioned Acharya Nagarjuna University, Guntur. you can know the fee details for management quota by contacting the college.
The Tuition fee in the University you mentioned for the Btech is 3.73 lakhs.
you need to pay the complete Tuition fee and other donation fee ( for allocation of seat in a branch in the college ).
hope it will be helpful
