Spot counselling sessions are highly unpredictable in the sense that it all depends upon the number of seats left to fill, number of candidates applying for spot admission, number of candidates actually appearing and the number of candidates with complete set of documents available at the time of admission.
Unfortunately, IPU and most private colleges do not upload much information regarding candidates applying and getting selected in spot counselling as most NLUs do so it is hard to say if you can comfortably get admission or not.
If the last cut off was 3600 then the closer your rank is to that number the higher your chances of admission during spot counselling. That said, you do have a shot at admission with your rank but I'd personally suggest to not count on it completely and have a backup admission plan ready.

According to the rank and category mentioned by you in the question you have good chances of getting IIT Indore but only with Electrical Branch according to previous year's cut-off and for IIT Roorkee you cannot get any of the preferred branches. As we go through previous year's cut-off then it shows that last year the closing rank for Electrical branch in IIT Roorkee was 1856 for General category Male and for Electrical branch in IIT Indore it was 3635 for General category Male.
