Information Science and Engineering is an interdisciplinary course which includes concepts like data science, mobile computing, computer science, management, etc. This course deals with methods, innovations and theories to solve IT related complex problems in the domains such as information technology, mathematics and cognitive science. In current scenarios,  I would suggest you to go with Mechatronics  rather than AI field. Reason depends upon the ease and current scenarios.

A specialization improve a lot. So mechateknics will be the best option to choose.

Indian Institute of Technology Madras does not has an explicit course of Robotics, but it has Robert Bosch Artificial Intelligence Excellence Centre. So, you can take admission in the famous Computer Science department of IIT Madras and then your have the full opportunity to learn everything about robotics in this excellence centre! You can do the same after taking Electrical Engineering also.
