NMC requires you to qualify NEET which means you must have scored 50 percentile in NEET for Russia medical college admission. In NEET 2020, the qualifying NEET score for MBBS in Russia admission was 147 marks for open category and 113 for Reserved Category students. You can predict a similar cutoff this year too.
Also, you must have passed with an aggregate of 50% marks and 50% marks in PCB subjects.

The last date of application for MBBS admission 2021-2022 session is September 30, 2021. The basic eligibility is that the students should have obtained aggregate 50% marks in the Physics / Chemistry / Biology in the 12th standard. As per the requirement of the Medical Council of India, Student must be qualified in the NEET Exam. The age of the student should be 17 years.

Fefu is one of the largest university in Russia which is located in Island near Vladivostok ,as they speak Russian but medium of teaching in medical is English, around 300 indian students completed in thi university with impact able acadmics,as we see everyone dreams to study there . The bau in Georgia is also same and don't take a backstep when compared to fefu ,they aims mainly on teaching effectively with 3d programmed classes,and the advantage is they don't take more donation and medium of teaching is in English .

You can go for state boards but since you are saying you only want to pursue. So, there is only to do so which is NIOS. NIOS is a recognized board that is autonomous under Ministry of Human Resource and Development (MHRD), Government of India. So, it's validity can't be questioned. It is accepted by many foreign universities for providing admission in their universities and students are equally eligible to study in Abroad as the students who have completed 12th standard from CBSE/ State Boards.

So the MCI i.e medical council of India board decided and declared that NIOS passed students are eligible for giving the FMGE examination. This FMGE examination conduct for those Indian citizens but study from abroad about medical and after passing out they want to practice in India. Those candidates must be giving the FMGE examination and qualify it.
So if your friend is NIOS passed out student, then sorry to say but he or she can't get the examination.

There are some eligibility criterias to be eligible for neet and they are as follows:-
1- Candidates need to pass 10+2 or equivalent examination with physics, chemistry, biology and english as one of the core subjects. Class 12 appearing candidates are also eligible.
2-Candidates must have completed 17 years as on 31st December ,2021.
3-The decision on the upper age limit is still pending so till now all students are provisionally eligible.
4- The class 12th percentage is seperate for different categories-
General- 50%
Obc/sc/st- 40%
Pwd-45%
5- Indian nationals, NRIs ,pios ,ocls and foreign nationals are also eligible for neet.
Now about Russia, you need to qualify neet. After that you are eligible.
