In NEET 2021,the total number of candidates who appeared for the exam is 15,44,275 .It is not possible to provide information about only one category and one state. No there is no any special round for the allotment of preparatory seats. You have to under the entire process of JOSAA counselling to get even preparatory seats and also note that only your Preparatory rank does not ensures your preparatory seat allotment but you should have decent preparatory rank like if you belongs to SC then your preparatory rank should be under 500, then only you can expect some good IITs.

There are many scholarships available in the IITs/nits for the sc/st category students including fee remission on the basis of annual family income.
If the family income is less than 5L and greater than 1L then his/her 2/3rd of tuition fees will be waived off. If someone has family income below 1L then his full tuition fees will be waived off.
Other than this there are many merit based scholarships too and students can claim that if they clear the required eligibility criteria.

For qualifying in NEET, students must have to score minimum of 50 percentile for UR and 40 percentile for SC/ST/OBC category. And to get admission in the Good Private Medical college you must score at least 350 marks in NEET UG.
A record 16.14 lakh candidates had registered for the National Eligibility cum Entrance Test (NEET) this year.
Last year, over 85% registered candidates had appeared for the exam amid the Covid pandemic. "Over 95 per cent candidates appeared in the exam conducted today following all Covid protocols," a senior official said on Sunday.
The 13 languages in which the test was conducted this year are Hindi, Punjabi, Assamese, Bengali, Odia, Gujarati, Marathi, Telugu, Malayalam, Kannada, Tamil, Urdu and English. Among the languages, Punjabi and Malyalam were the new additions.
In a first, the exam was also held at a centre each in Dubai and Kuwait.

Only your All India Rank will be considered for NEET counselling whether you would appear for All India quota counselling or for state quota counselling of Karnataka. So even if you belongs to SC category then also your All India Rank would be considered for seat allotment under SC category.

No I am afraid 407 marks won't fetch you seat in government medical college in Karnataka even with the SC quota , as per the last year's trends the last student from Karnataka from SC quota to get medical seat had score in the range 500-520
However at 407 you can certainly try for government BDS , BAMS or BHMS colleges and also try for private medical college in Karnataka itself
