College leaving certificate is given at the time of completion of your course or you can say degree for the course you were enrolled in there.
If you don't have your CLC till now (I guess you may not have taken clc at the time of leaving your college) .You can get your certificate by visiting your college with an application demanding for your CLC .They will provide it to you as there is a proper record of the students that they maintain.

The eligibility criteria to pursue LLB in University of Delhi is that a candidate must have passed bachelor's degree of master's degree from a recognized board with minimum 50% marks for general category and for reserved category there is no minimum passing marks but they must have passed in the qualifying exam. Even a degree from open school is acceptable. SO you are eligible if you fulfill the minimum passing percentage criteria.

Hello student School of Open learning (DU) is more preferable than all the colleges mentioned by you as Delhi University is very reputed and it offers you to transfer from open college to regular college if you score well in first year.
Eligibility - candidates must passed or appearing class 12 in any stream from a recognized board.
