Based on previous year cutoffs, with an AIR of 1,108,547 as an OBC candidate, you may not be able to secure a seat under the All-India quota for Raipur Institute of Medical Sciences (RIMS) as the cutoff rank for OBC candidates in All-India quota was around 369,046.
However, you still have a chance for admission under the Home-State quota (Chhattisgarh) as the closing rank for OBC candidates in the state quota was around 1,195,785. Therefore, if you are from Chhattisgarh, you may have a chance for admission.

If you are truly focused on becoming a doctor and are ready to study seriously, then taking a complete drop can be a good option. Since you didn’t prepare properly this year, you can use the drop year to study well and aim for a better NEET score.

Usually with percentile of 36 in MHT CET, it is challenging to get admission in AC Patil College for BCA. You can consider other mid range colleges like Mumbai College of Management, Technology and Research for BCA but they have requirement of mathematics in 12th class.
If any how nothing works for you, you should apply for private colleges that allow direct admission as your score is low in MHT CET, colleges like Bakliwal Foundation College OR any other college that allows direct admission manly private colleges.
Keep in mind that there is no need to be confused, your 12th class marks also matters if you are taking admission via MHT CET score and private colleges generally have higher fees.

Yes, direct admission in Computer Science can be obtained based on 12th marks in many private colleges and deemed universities.
Some institutions offer merit based admissions without entrance exams, especially if you have scored well ( Usually 60% or above) in your 12th board exams , particularly in subjects like Physics, Chemistry and Mathematics
However top government colleges and reputed institutes usually require entrance exams like JEE Main, MHT CET , or others
