Well if there is a opening then you can apply but first you will have to get approved by the country's medical board for practicing surgery and then you can apply for a job in a hospital if availability is there. If you got one then you can learn and practice.

there are so many college. Admission open season is june-August. Check webpage of college where you want to join. Look for eligibility criteria and selection procedure. Practice and plan accordingly. prepare yourself so that you get selected.
you have to appear GRE/TOFEL exam to go aboard. It will improve your english speaking and listening skills and make you able to understand foreign english.

Dear Priyanka, every year around 10 students are given scholarship for studying in GIIS. Students are selected based on a written test. You can check the eligibility criteria at: http://www.giisscholarships.org/scholarships/ . Candidates are shortlisted based on their performance in Written Test and Interview.
