Your further steps to become a software engineer depends on what course you pursued in your undergraduation. If it was BCA you can go for MCA to become a software engineer at a reputed place. If your course had no link to software yet, you have to pursue B.tech which again is possible only if you had science in yoir 11th and 12th. Otherwise you can also go for a diploma in fields related to computer science to get average jobs in the field.
The skills you mainly require are programming in C, C++, Python, Java etc and Debugging.

In order to become a software developer you can either do computer science engineering from a reputed engineering college else you can join bca (bachelor in computer application) or if you don't want to do graduation, then you can do the courses provided by small institutes on programming and other languages such as java, html, android. After become a developer, you can get salary that will range between 3-10 lakhs per annum based on your experience and capabilities. Good luck.

Yes you can definitely get a job of a software engineer. Engineering has no boundations of branch, you can go for any non core job besides your branch. The companies that come for recruitments allow people from non CS branch to appear for the interviews. Also, considering the branch you wish to take up, i.e., Electrical, let me tell you that this branch runs parallel to CSE. Also, there isn't anything like there are only people under cse department that have work alloted, there are many kinds of work you could take up as a software engineer.

If you really wants to become a software engineer than you have to choose cse and there is no competition issue because in cse branch you will study about software development etc.. but in ece branch you have to study about electronic components there is a little programming involved in this couse but it's not sufficient to be a better software engineer...
