Since you have done bachelor in elementary education which is a 2 year graduation course. Since UPSC only needs a graduation from a candidate whichever course he has opted for. Therefore you are eligible for UPSC with this graduation course.

If you are not able to download memo your SSC memo of that year I'll suggest you that you should contact the authorities of SSC for getting your problem solved because they can help you better with that and guide you what you'll have to do next. There is strict rule for the age of a candidate for appearing intermediate examination student pass intermediate of 2 years at the age of 16 years a candidate cannot appear for Neet examination and eamcet examination also. Minimum age required for Neet exam in EAMCET exam is 17 on 31st December of the appearing year.

It is not compulsory to have a domicile certificate for admission via MHTCET and DTE counselling. However, its required if you need to have the advantage of the different category of admission provided by the council. As you have done your 10th and 12th boards from Maharashtra, you will mostly lie in category B. However, for that, any of your parent must have a domicile certificate. Or else, you will lie in the quota of outside of Maharashtra during admission and your admission cutoffs will vary accordingly
