No you cannot do so, this is because passing is not issued online and it is only to be received from school as a hard copy and in NEET application form you have to upload class 10th passing certificate not marksheet so you have to upload the scanned image or PDF of class 10th passing certificate as per the prescribed format in NEET 2022 information bulletin :-

Whether you should also prepare NCERT or not depends upon the examination you are preparing for.
For example ,
If you want to score well in your state board examination ,then you don't need to prepare NCERT as state board examination syllabus is different from NCERT and for your state board you need to focus on your state board syllabus and books
But in case if you are preparing for National level entrance examination like NEET, JEE main etc then yes you need to focus on NCERT because the syllabus of these examination is basically syllabus of class 11th and 12 NCERT.
Follow the given below tips to score well in your state board examination :-
--------------------------) Go well through your state board textbooks
--------------------------) While reading the book, underline the important points and then later make short notes
--------------------------) Do go through the questions at the end of the chapter, just reading is not going to help.
--------------------------) Follow a routine, it should be such that it moves around 3 important things i. e first studying, then practicing questions and finally revision.
--------------------------) Focus relatively more on your weak subject so that you can make them strong
--------------------------) Have daily, weekly and monthly goals like you will complete these topics today , these chapter by the end of the week and these many chapters by the end of the month
--------------------------) Be practical in your approach. For example, if you need 4 days to complete a chapter but you plan to finish it in 1 day from scratch then that's not going to help you, at the end of the day it will give you disappointment and down your morale, so be practical.
--------------------------) Complete your syllabus at least 1 month before your board examination so that you can give it for revision and practicing questions
--------------------------) solve previous year question papers :- it will be really of great help to you because you will know what type of questions are asked in the exam, their difficulty level , examination pattern etc
--------------------------) Go through chapterwise and unitwise test and once you're done with the complete syllabus ,go through full mock test papers. And do at least 5-10 full mock test papers in each subject.
--------------------------) practicing days full mock test papers will let you know the level of your preparation for your board examination .
--------------------------) after each mock test analyse your performance to know your mistakes / weak areas , after that you need to work on improving them in the subsequent mock tests .

It does not matter from which board you have passed your class 12th but it should be recognized either by state government or by central government and you should be pass out with PCB stream so your highest qualification with PCB remains 10+2 and hence for NEET UG 2022 your qualification code is 02 .

Also note that you should also satisfy the given eligibility conditions for 10+2 :-

With 2 different boards you cannot do this practice
But if you practice it from same board then you can proceed for answer written below.
See there is no any legal provision of Dummy concept in schools but students who join some coaching institutions for their preparation of entrance examinations, they only use to visit schools either to give examination or for practical, not for attending regular classes and schools also allow them but board has not allowed this practice yet.
If you practice this dummy concept and then in class 12th if you change your mind to give your regular attendance in school then you can definitely do this because legally you are the regular student of that particular school.

So with regard to your query, YES you can get admission into government colleges for Btech in CSE, the minimum percentage required for government colleges is 45%.
However, this is not the case with NITs, IITs and IITs, you need to score 75% of the total marks in class 12 for the purpose CSE branch in Btech in these college, and if you belong to OBC then 65%should be scored.

No, you need not submit your class 11 th marksheet in the document verification of iit because you need to submit your 10th and 12th marksheet or pass certificate in the verification.
In addition to these school documents you also need to provide your transfer certificate , provisional allotment letter , aadhar card Xerox and admit card and score card also.
