Yes, it is completely ok if you feel comfortable in a state board school you can shift again. But you can face difficulties as you have to cover the syllabus that is covered over there and in addition, if the session test were already conducted then they might not allow you to give it again.

Both of your marksheet are valid and you can use any one of them according to your own will. There is no issue in using any one of them.
Many student do this when they are not satisfied with their boards marks either they go for improvement or they give their 12 boards again with different board and it is ok anyone can do this.

I would suggest you to join CBSE board as NEET is a national level entrance examination for the admission to all the reputed Institutes all over India.
In addition to these CBSE follows NCERT syllabus which is also followed by the NEET examination. Sometimes direct questions comes from NCERT textbooks. So you would have an edge as compared to icse or non cbse boards .
And in addition to this also opt for coaching for sure because they would teach you about the level of the questions and the importance of the NEET examination. There will be mock tests conducted by the coaching which will make you comfortable with time management and accuracy.

As you have mentioned you first did your class 10th from CBSE than you opted for PUC. For your study certificate, only class 10th marksheet is enough. It proves that you have already completed your basic studies that are mandatory for basic jobs and livelihood.
It already have your school principal signature, hence you do not need any additional sign until and unless stated for additional forms for the position you might be applying for.
