see transfer certificate is needed if you change the college in middle of your course. however since you would take admission after completing your studies so there is no need of any transfer certificate. however the important documents to carry for document verification and admission process,
academic mark sheets, 10th, 12th graduations all semesters as well as the provisional certificate.
ID card like aadhar, pand, voter ID.

Yes, absolutely you can. State universities don't prevent other state students to get admissions. You can definitely apply to the college and if you meet the cut-off you are ready to go.

I think your University might be mentioned with the name Punjabi in the list. Kindly look for that and dont look for the whole name Punjabi University and if it's still not there kindly choose the others options and mention the name of your university separately. Is state University or deemed university better for ug course to go abroad for ms studies
For pursuing masters from abroad you can pursue your under graduate studies from either state universities or deemed universities though which one is better depends on which two universities are being compared.
You must go through the eligibility criteria of the abroad university for more details regarding ug studies.

You must have a BA (H) degree in the concerned subject with at least 50% marks in aggregate. Then only you will able take admission in MA with same (Sociology ) honours .But as per you query you had complete your graduation in Hindi and Sanskrit without honours of sociology in BA .So you will not take admission in same .

No there is no such problem yet about this. As this NBA accreditation is good for college . They show the college reputations and facilities. And give NBA accreditations . So it not much suffer on your studies. And there is no such thinking of NBA accreditation.

Actually it is completely depend upon the institute and the merit and skills of the students. It doesn't matter that if it is a deemed university, the placement rate will high.
Some government institutes also have very high placement rate like IITs NITs GMCs etc.

All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC , AIIMS and JIPMER are filled by DGHS. And the rest are filled through State Quota. Admission to 348 MBBS seats and 43 BDS seats will be filled under State Quota.
