There is no upper age limit for applying in neet exam . Other than that the candidate needs to pass higher secondary (10+2) with PCB (physics chemistry and biology) with 50% for general, 45% for OBC/SC/ST and 40% for PWD.

So as you mentioned that you missed your 3rd round of counselling I think you should try to apply for mop up round if that helps. Honestly speaking getting a government college with just 141 marks is hard even for reserved categories and that too after you have missed counselling. Plus the chances of seat vacancy even if you get the cutoff is very low.

Results of KCET Supplementary has been already announced on 9th October. Please check the results by clicking the official website. There, you've to enter your registration number and accordingly, you'll have your results. The admission and counselling date of KCET will be declared soon. Please keep your documents in safe as per the requirements needed by the conducting board as it will be asked by the officials for verification and choice filling and other steps to proceed.

KEA has commenced the process of uploading documents for verification, the last date to upload the documents has been extended till October 18, 2020. Candidates can log in using the KCET 2020 user name and password and upload their documents in PDF format as per the revised schedule specified by the authority. Candidates who have uploaded the documents but failed to declare the same can also complete the process until from October 15 – 18, 2020. Also, Deputy CM of Karnataka has announced that counselling process will be held in online mode this year, considering the COVID-19 situation
The authorities will be conducting two rounds of counselling and one round of extended KCET counselling 2020. Also, students will be allowed to attend the counselling of KCET 2020 from the respective districts and do not have to visit Bengaluru for the same.
As you had already applied for recounting of your marks, incase if they released your result in the first phase itself then again they need to change your marks if increased after recounting. They again need to allot you a rank which is double work for them and alter the chances of other students. That's why they postponed the results of those who had failed,opted for recounting etc to second phase.

Yes, if he had passed class ten clearing all the subject's either through regular or by Supplementary then he is eligible to apply for diploma courses.
He is eligible to apply, either he get admission or not depends upon his class 10 marks and the merit list produced by the institution. Some colleges conduct an interview to choose candidates while some other colleges conduct entrance examination.
What ever is the admission process, getting a supplementary doesn't effect the eligibility of the candidate to apply for admission.
