First of all, there is no official cutoff data from Amrita and hence the answer is based on the data given by students.

Analysing the previous year trends we can say that you have a good chance of getting

ECE, EEE, Mechanical in Coimbatore campus.

It is slightly hard for you to get CSE in Coimbatore campus.

It is quite difficult for you to get any other Amrita campus.

So with regard to your query, YES a Tamil Nadu state student can get seat in NITs and for this one need to complete 12th standard with PCM and give the JEE Mains exam and get a higher percentile between 90 to 99 and then you will really have better chances to get NITs, even IITs, if you had written the JEE Advanced exam.
