A lmost every dental and medical college have rule like this, during admission time you will have to fill a bond paper or any other paper which will tell consequences of leaving college.
If you do so in middle of course you are wasting a seat on which another student could have studied,so because of this thing,most of the college will make you sign some bond paper.
Some college have rule,if you leave in between the course you will have to pay whole fee's of course means start to end year. Then only they will allow you to leave and return you original documents like your marksheet and other certificate and transfer certificate etc.

By looking at your CRL Rank I can say that there are no probable chances to have a seat in any NIT. Because candidates having some sort of reservation also feel difficult to get a seat with 62 percentile and you are from general category. This might be hard to say but looking for colleges based on your JEE Rank is not that useful for you. Try to take another attempt ( if you are willing) or look for other colleges and institutions, is all what I can suggest as your well wisher.
