if i get 270 mark in neet 2020 i can get medical seat in govt school quota in tamil nadu

As per your question, according to your given marks your rank would be probably around 3lakh to 3.2 for general category as you didn't mentioned your category. So at this rank you cannot get any govt seats in medical college as per your given marks. But you can try private colleges either you can go abroad for studies because private college have much higher fees tha govt colleges.

Yes , you can definitely get the admission in others state private medical college's. Every state has its own criteria but the most basic criteria is your NEET percentile and 12th  percent . A transfer certificate from your state Education board. You can apply for the college's you want most of the college's conduct there counselling for the students take a visit to a counseling they will clear your every doubt of admission in there state . Else, the basic criteria has been explained by me.

I got 2100 Tamil nadu rank in stream-2 and 1002 tamil nadu in stream-2 in sastra counselling. Can I get cse or ece seat in sastra?

As you have ranked 2100 in stream 1 for sastra university you have the cjances of getting a seat in Civil engineering,Mechanical engineering and Electrical and Electronical engineering there is very less chances of getting allotted in the CSE and ECE with your rank in stream 1. And as you have ranked 1002 in the stream 2 for sastra university in this you have the chances of getting allotted in the branches of CSE and ECE at the time of counselling. And with the rank of stream 1 you should try more to get allotted at the time of counselling you should apply for 2nd and 3rd counselling with stream 1 rank of sastra university and with the stream 2 rank you can easily get allotted.

if I have been allotted a seat in the second round counseling of Tamil Nadu state. how can I be eligible for the mop up round of Tamil Nadu state counseling? do I have to let go of the seat or is there option for upgradation as in the first round?

If you have been allotted seat in second round counselling of tamilnadu State for engineering consequently you will be called upon in The mop up round of counselling of tamilnadu State for engineering as after second round there was 87% seats vacant in engineering colleges.
