As you have not mentioned your caste, I cannot predict you the colleges you get based on your rank. But, coming to B.SC aAgriculture, it is not possible to get seat with 39k rank even if you belong to SC/ST category. So there are totally no changes to join AgBsc based on EAMCE. The only way left is through management. For your rank I would say that you have chances of getting in B.pharmacy. You can go ahead with that option if you’re interested in that field. All the best!

Yes, you can apply for TS EAMCET final phase/second phase counselling if you haven't applied for first phase counselling. The candidates who couldn't apply for first phase counselling and the candidates who didn't get any seat allotment in first phase and the candidates who wants to get better choice of college/branch are eligible to apply for second phase counselling.

You got an good rank in  eamcet. You can  an good college  . You can easily get private colleges. If you are having any reservations you will have a chance for government college too . If you are having all required documents including EWS certificate you will get fee reimbursement.
