If you are eligible for getting fees reimbursement then you can avail fees reimbursement. If your TS EAMCET Rank is below 10,000 and your parents income is less than Rs. 2 Lakhs and are not Government employees then you can get full fee reimbursement and if your TS EAMCET Rank is above 10,000 then you can get partial fee reimbursement.
As you are Andhra Pradesh student and want to study in Telangana and want to get fee reimbursement then you can get if you are eligible for it. You need to apply for Scholarship and Andhra Pradesh Government will sanction your reimbursement request if you are eligible and submit relevant documents.

Im sorry to say but it’s very difficult for an OC candidate with 39k rank to get into pharm.D. You hardly have any chances in B.pharmacy for your caste and rank so there’s is no chance for Pharm.D. In any good college. So, I would suggest you to go with Bsc which is based on your IPE marks.
