It is not possible to predict your college since you have special category NCC. The cutoffs change every year and since there are very few students having NCC we can not exactly predict. But, I recommend you to keep all the top colleges in web options according to your priority. You may get good college according to your rank because you have NCC certificate. There is 1 percent reservation for NCC candidates.

• AAR Mahaveer engineering college - final cutoff for year 2020 for cse branch with bcd (boys) category was around 37971.
• ACE Engineering college - final cutoff for bsd (boys) category in year 2020 for cse branch was around 34184.
• AITH - Final cutoff for year 2020 for bcd (boys) category was around 79129.
• AKIT - 84348 (bcd boys)
• ANRH - 61505 (bcd boys)
• MLRD - 19777 (bcd boys)

The cut-off varies every year depending on the performance of the college considered of past years and the number of students opting for that college.But mostly only a difference of 200-250 rank is observed so there are high chances for him to easily get a seat in the first phase counselling.

Just to be safe do add colleges accepting rank upto 90,000 so that even in the worst-case scenario he would at least get a seat reserved by the first phase counselling.

Yes , you can apply for both counselling process. JEE mains counselling is free so you will not have to pay the registration fee, But after getting a seat if you want to accept the seat then you will have to pay seat acceptance fee.
