Firstly, I would like to congratulate you for successful completion of your VITEEE exam. When it comes to Electrical and Electronics Engineering (EEE) branch at Vellore campus, the cut-off was 16,000 and 15,500 in the years 2015 and 2016 respectively. Therefore with a rank near to 25,000, its not possible to get a EEE seat in any category.
Also, Electronics and Telecommunication Engineering branch is not there in any of the VIT campuses. Following are the few specialisations in Electronics and Communication engineering (ECE) :

First of all, congrats on successful completion of VITEEE exam. When it comes to your first daughter, with a rank of 20,000 its hard to get a Electrical (EEE) seat in Vellore campus as the cut-off was 15,500 in the year 2016. She can try applying for Electrical branch at Chennai campus where she can easily get a EEE seat in 1st category itself.
Coming to your second daughter, it's really tough to get a CS seat as it has high demand these days. The cut-off trends keep changing every year and it depends on the number of students attempting the exam, difficulty level, number of available seats, etc. With a rank near to 80,000, its not possible to get any seat in Vellore or Chennai campus in any category. Whereas, she can secure a CS seat in their Amravati (AP) and Bhopal campuses in 1st or 2nd fee categories itself as these are recently established.
VIT AP and VIT Bhopal offer many specialisations in CSE branch such as Artificial Intelligence, Cyber security and Digital forensics, Gaming Technology, Health Informatics, Networking and Security, Data Analytics, Robotics, Business Systems. These courses are future ready and have high placement opportunities. You can opt for the one you like from these specialisations.

It is really unpredictable because cut-offs changes every year. But based on previous year's cut-offs it can be said that it is difficult for you to get Electrical and Electronics Engineering branch in Vellore Institute of Technology, Vellore in Category 1, for your VITEEE Rank because your rank is not in the range of previous year's cut-offs of B. Tech Electrical and Electronics Engineering in VIT Vellore Campus.
You may get B. Tech Electrical and Electronics Engineering in Category 2 or 3 but you need to pay additional fees amount for 4 years.

According to your question there is no as such minimum percentile which would be required to take admission into NITS in these branches(mentioned by you).
Admission in these colleges are done on the basis of all india rank and so it is next to impossible to predict the minimum percentile required as the quality of students that appear for the exam changes every year.
But on a general basis a percentile of 97+ would be a safer score.

As such, after CS, Mechanical & IT offer some of the good placements. Even for that matter Chemical offers good placements. But there are millions of students who pass out every year from colleges through out India, but what it is that separate you from others. It's difficult to generalise this. It is very difficult to categorise as such. The most important part of doing engineering is you need to be able to enjoy what you are learning. If you are simply taking admission in college based on placement, you may not enjoy learning engineering after you have taken up your admission. So it's important for you to define clearly why you are taking admission in engineering.
What separates you from others is the skills you develop & learn during your graduating years. The network you make for yourself & how you can provide value to people. Good soft skills will obviously help you in the long run.
I'd suggest you to try & take admission in colleges which interest you, so that you can enjoy learning.

The ece placement statistics of Vidyalankar Institute of Technology in Mumbai are quite good. Its campus is visited by firms like as Mahindra Tech, TCS, Byju, Motorola, and Amazon.
