Congratulations!!! You got very nice score in GATE 2019. You have very good chance to convert into Department of Textile Technology. The minimun cutoff required is 600-650 for getting admission into IIT for any branch.

yes definitely textile technology is a valid course. we have this course in some of the iits like iit delhi. it deals with textile technology, production, processes, equipment and merchandising. When it comes to the field of textile engineering, the private sector offers more job opportunities than the Government sector. Talking about the Government sector, Ministry of Textile is the prime recruiter.

Admission procedure:(Lateral entry)
Twenty percent of the total intake is filled-in from Lateral Entry candidates in the 3rd semester through JELET.
Admission through Lateral Entry to the 2nd year (3rd semester level) of the undergraduate degree courses, candidates who have either passed diploma course in Engineering / Technology / Pharmacy from any AICTE recognised Polytechnic / Institute with at least overall 50% marks (45% for reserved category) or have passed XII standard with Mathematics as a subject and Degree in Science (B.Sc.) from U.G.C. approved Universities with at least 50% marks (45% for reserved category).The aforesaid candidates will be eligible for admission to degree courses based on the merit position in the JELET conducted by the "West Bengal Joint Entrance Examinations Board"
Eligibilty criteria:
The candidate should be a pass in 10+2 examination from recognized Board/University with Physics and Mathematics as compulsory subjects along with one of the following subjects: Chemistry, Bio-Technology, Computer Science, Biology.

There are fewer chances of getting into IIT, Delhi if you're not SC/ST candidate and still, you can give it a try and try applying to some other private colleges
