If you wish to apply for Delhi University, you can surely do so, and make sure to register before June 14th, 2019, which is the last date for Undergraduate Courses' Registration.
According to the recent law, a student with drop-year can apply for Delhi University; however 2.5% would be deducted from your best of four, since you are changing your stream from science to Humanities.
No extra document for a Drop Year is needed; hoever, make sure you have a Character certificate issued from last school attended, not less than 6 months old.

Last year's cutoff for B.A Hons(Psychology) in Zakir Husain was 96%.(Round 1)
But cutoff changes each year so cant say anything exactly
The basic eligibility criteria for all the courses is passing 10 + 2 examination. All admissions are based on the merit in the qualifying examination. Students whose marks fall under the cut-off marks issued by Zakir Husain Delhi College are eligible for admission

With that score you would be able to enter some college of Delhi University for sure but I wouldn't recommend it if you are planning on regular studies because these marks would only allow you a sub par standard college.
But you would get a degree from the DU itself.
