Dear Aman,
I don't quite understand which rules are you speaking of in this. Coming to basic criteria, you should make sure that the institution is recognized. Some of the bachelor's institutions you can check are College of Vocational Studies (CVS), Delhi; IITTM (5 campuses); Amity University; Awadhesh Pratap Singh University, Rewa; KLE Society’s S.Nijalingappa College, Bangalore; IGNOU, etc.
Some popular masters institutions include IITTM; Amity University; National Institute of Hotel Management and Tourism, Bhubaneswar.
Hope it clarifies things for you a bit.
In case of further questions, feel free to drop them in.
Good Luck!

Very few colleges offer the specialisation in Travel and Tourism Management in India. There are a lot of colleges in Hotel Management though. If you are looking at a specific specialisation only then I suggest you to look through all the colleges and search for colleges in India or abroad to pursue this course.
