Both osmania university and jntu hyderabad are state government college funded by telangana government and are top colleges in telangana.I assume you belong to general category as you haven't mentioned the category you belong to.For a general category student with rank 3366 , it is difficult to get cse branch in jntu or osmania

2. osmania cutoff for cse - nearly 700

You don't have to pay tuition fee at the time of reporting if you get seat in CBIT but you have to pay the admission fee and other fee as per the college fee structure which you will be notified when you report at the college. As you have scored a rank below 10,000 you are eligible for full fee reimbursement.

Coming to the cut off, in 2019 the cut off was 12167 for BC-A category to get admission in Information Technology in CBIT. So with this you have good chances of getting seat. The cut off changes every year as it depends on factors like Number of students who have written the exam, Number of seats available, Difficulty level of the exam ETC. You can use the college predictor to predict the colleges that you can get.

According to the information given in the official website any student belonging to minority category who have not qualified needs to wait until the qualified minority category students are provided with seats. After the qualified minority list of candidates are exhausted they might consider a few candidates if any seats are available. Having said  that these candidates are not eligible for Fee Reimbursement Scheme as per TSEAMCET 2020. You can visit their official site to check once again.
