Nearly about IELTS 4.5 (4.0+ in all skills) for University foundation, IELTS 6.5 (6.0+ in all skills) for UG degree and IELTS 6.5 (6.0+ in all skills) for masters degree. But if you are going for a job in UK you just need a offer letter from the company and Visa of UK that's it. No need to give IELTS, But it is good to give IELTS to know more about your communication skills.

The CS (Company Secretary) is a 3 years professional course equivalent to the UG degree. The CS course is conducted by the ICSE (Institute of Company Secretaries of India). Its actual duration is of 3 years only student.

In UK there are some universities which offers BS course in CSE which is essentially the BTech but in UK the BTech degree isn't used. The degree offered in engineering in most of the top university of UK are B.Eng or BE.

What I get of out of your question is BSc IT and BSc CS honors are same according to UK university standards. If yes then honors degree is different to a regular degree or any degree without honors because of an additional thesis or project you are supposed to submit in your third or final year. So its not the same.
