With reference to your query,  I would glad inform you that eariler admission in bams course in ayurvedic and unani college was through 12th score but in recent years they only give admission through neet score. For getting a seat in delhi quota cut off is around  423 and in all india quota it is around 512

I want to inform you that you can't get admission in any medical field without attempting and clearing NEET UG exam as it is compulsory exam to enter any of the medical courses.

Yes there are some courses which you can get without clearing the cutoff marks but there are no medical course that can be joined without attempting NEET UG exam.

So, you have to attempt NEET UG exam to get admission in Unani medical college in India be it through state quota counselling or all india counselling.

It's quite difficult to predict that whether you will get  seat or not as  cut off marks/rank for medical colleges keeps changing every year  depending upon various factors like  number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc. As you mention with 316 marks and from EWS category you have low chance to get seat.

Ayurvedic & Unani Tibbia College & Hospital is a government college which was established in 1921, by Mahatma Gandhi. It is recognized by the Central Council of Indian Medicine and is affiliated to the DU. For admission you have to give neet or AIAPGET. The college has different facilities including library, with 26,725 books and is open to both faculties and students seven days a week. The library is fully air-conditioned. The library houses more than 500 journals. Plus there are smart classes and hostel facilites for stidents.

The institute has proficient and highly experienced faculty members who are well versed in their respective fields. There are full time and visiting faculty members as well.

Overall it is a good college for BAMS and BHMS.

For admission in this college you have to follow this following process-

~The admission to BAMS course is based on merit in 10+2 examination in any stream.

~Applicants need to clear 10+2 with PCM with at least 60% marks.

~Candidates will have to appear in NEET to be eligible for admission.

~Eligible candidates will have to visit the campus for final counseling for admission to the course.

~They must have attained the minimum age limit of 17 years to eligible to appear in entrance exam as of December of the year of application.

~Application forms for entrance exam can be availed from the campus of the University of Delhi.

~Final selection to the course shall be based on merit in qualifying exam in addition to scores of NEET conducted by the University of Delhi.
