No, and never think this way. Both are separate boards. May be most of the syllabus is same but there can be minor changes. If you are going to give UP Board then you should check it's own syllabus and don't go after cbse. I am providing you a link which contains UP Board's class 12th syllabus.

According to my best of knowledge UP board class 12th question paper comes in both languages i.e English as well as Hindi too. But if you have applied for English medium then you have to answer all the questions in English and if you have applied for Hindi medium then you have to answer all the questions in Hindi .So it completely depends what you have applied for.

Yes , With NIOS marksheet you will be able to use the marksheet in any examination and the fact about 4 subjects isn't mentioned anywhere. In the official website , we can apprehend a statement: '' For obtaining a pass certificate, you are required to pass in a minimum of five subjects including one or maximum of two languages from Group 'A' and other three or four subjects from other Group. However, you are free to take upto two additional subjects. ''

Yes, you can appear for the improvement exam to enhance your marks. In improvement examination, there is only one chance is permitted in the succeeding year, and for the additional subject. You can apply within 6 years of passing the Main examination.

yes ,You can appear only one subjects in improvements exam , Failing in more than 2 subjects will be considered Failed from UP board and in this case Compartment or improvement exams cannot be given, Else you can apply for improvement exam in all the subjects for improving your score ,you will be issued a new marksheet.

Yes you can write answers in boards in English or Hindi which language as per your interest or in which you feel more comfortable.
It is quite understood that if a person studying in English till class 10 and suddenly shifts to Hindi language in class 11 and 12 is a bit difficult for him/her. Also the words, meaning everything is different in learning and writing.
See boards exam is printed in both Hindi and English language means a question will be written in Hindi language and also in English language for both language category students. It is completely upto you.
