As you told that you have completed your 10th and 12th from UP so you are not the citizen of Delhi and in addition to this your birth place is also from UP.
So, you need to complete your 10th and 12th from Delhi if you wanted to claim the domicile benefit in the counselling/any entrance examination.
These criterias needs to be fulfilled before applying for the domicile benefit.

If you are asking about colleges then there are some of the colleges which provides transportation facilities to students from their home or from a fixed pick and drop location.
But it totally depends on colleges as there are some other colleges also that do not provide any such kind of facilities. So it totally depends on respective colleges.

College of engineering Pune is an autonomous college of Savitribai Phule Pune University. It takes admission on the basis of jee mains and MHTCET scores.
Jee mains seats are only reserved for 20% of the total seats . 80% of the seats are reserved for MHTCET candidates.
So if you have studied from Maharashtra then you would have an edge as you would be having the benefit of the home state quota.
